CIRCULAR

In pursuance of Federal Government’s directives vide SRO 1885(1)/2025 dated 23.09.2025, the Vessel Management and Operations, all related processes, including port call requests, vessel registration, VIRs, and mandatory FAL Forms (1–7) under the IMO FAL Convention, have been duly transitioned to the PCS under a phased implementation framework. In continuation thereof, after successful pilot launch, the operation and functionality of Delivery Order request and processing shall be transitioned from the existing manual processes to the PCS platform for consignments cleared through Qasim International Container Terminal, Port Muhammad Bin Qasim (PMBQ), Karachi.

All traders, clearing agents, shipping agents and relevant stakeholders are hereby required to utilize the PCS platform for the processing and issuance of Delivery Order pertaining to consignments cleared through Qasim International Container Terminal, PMBQ w.e.f. 21.04.2026.

7. The Chairman, Port Qasim Authority, Karachi.
8. The Chairman, Gwadar Port Authority, Gwadar.
9. All Terminal Operators (QICT, KGTL, KICT and SAPT), Karachi.
10. The Federation of Pakistan Chambers of Commerce and Industry, Federation House, Clifton, Karachi.
11. The Chairman, All Pakistan Shipping Association, Karachi.
12. The Chairman, Pakistan Ship’s Agents Association, Karachi.
